your best bet is probably to go through an insurance broker. He/she will know whch companies do deal with provisional license holders, and also the best prices/value. I used one when insuring myself on a provisional bike license a few years ago. He actually came to my office and we met in the reception and went through all the paperwork etc in about 20 mins. Only thing is I cant remember hsi contact details, but just search on www.pagesdor.be for a "courtier assurances" and look for a name as opposed to a company.
