Syndic charges

I am presently negotiating a new lease contract and the owner has included the syndic charges to the provision. I do not understand why the tenant should pay for syndic charges as the syndic in principle is nominated by the owners to manage their property on their behalf. Unfortunately I cannot find any clear legal reference to who is responsible to pay for these syndic charges? Is it the tenant, the owner or shared.
