Becoming a legal translator

Question

I previously consulted a website where you can find information about becoming a certified translator in Belgium but I can no longer find it. Does anyone know what it is? I'm trying to find out if it is true that you have to be fluent in French or Dutch even if your translation activity will be limited to translation between two other languages.

If you mean sworn translator:
http://www.cbti-bkvt.org/en/practical-info/sworn-translators
If you mean certified translator, you can get certification by joining translator organisations like the IOL, ITI or ATA and then successfully passing their exam, if they offer one in your language pair(s). Being certified is not necessary and is not an official title legally speaking.
