Question
Does anyone know if one can still sell a scooter that is not registered I.e does not have a registration plate? There is an obligation to register all scooters as from Dec 2015 but one has until Dec 2016 to do it, so it would be logical that you can still sell unregistered scooters. Can anyone confirm that?

In principle you can sell anything to anyone so long as it is something that is legal to sell and you can find someone to buy it.
If you were selling your scooter to someone in Germany, no-one would care whether or not it was registered here.
Your problem - if there is one - is whether anyone will be happy to buy an unregistered scooter. Who can say until you advertise it?
