Light shields for street lights?

Has anybody had any success or even have they tried to get an intrusive street light shielded so the offending light does not light up their yard?

I have sent e-mails enquiring about this and have not had a single response to any of them.
I would head down to the local commune and do it in person but if anyone has been there before and tried it would be great to hear their experience of it.
My landlord doesn't seem to keen on the idea and is it ultimately his decision?
Not that I think the commune would do anything to begin with but as a renter I'm not even sure I have that right.

Are there similar laws to protect the right to enjoy your own home as there are in the UK and other places?

Any advice would be much appreciated.
