Laptop

Would like to buy a new laptop in Belgium and would like to know how and where to get the best prices. My budget is 500-600 euros and would use it for surfing the internet and ms office I would like: i5 3210 processor, dvd player and webcam. What else should I consider?? Help and advice much appreciated. I Live in West-Vlanders but can travel. TIA
