Residency

Hi! Just want to know why i still receive a yearly resindence (temporary) since i am working here for 3 years ( sept.2009-sept2012) and receives 4 work permit B. I was advised last year that i will receive the 5 year residence on the 4th renewal of my working permit but still receives temporary residence. Just wondering ......Thanks and hope to hear from you ! More power !
