It will start from the day after you deliver it.
Few years ago a new law came in force. By this law the notice period counts in weeks from Monday after a company received a signed letter from an employee.
If you send a letter today 10/11/2017 your company should receive it on 14-15/11, so the notice period starts from 20/11/2017.

Your notice period starts the Monday of the following week after you hand over your resignation letter, which you can do at any time. It is not necessary to send it by mail unless your employer refuses to sign the letter, in which case it is recommended to do so in order to have proof.
Maximtuliuk, what you are referring to only applies if the employee is being fired by the employer. They are required by law to send a registered letter, and they have to do so by Wednesday at the latest to have the notice period start the following Monday. As said, if the employee is resigning himself he can simply hand over a resignation letter to HR.
