octa electric n gas hell

Why is it so difficult to register wt octa? Sent ionline nscription in twice already and they keep saying its not complete, but won't say what the hell is not complete!!
Is there a better electric ,gas compary that I should go with? Is Octa good? I live in st josse.
Thanks for any advice. I have 30 days now to fix this problem ...else my world will go dark and cold.
