I think the process is stucked somewhere in the commune. Better to visit the commune once and check the status. In my case, the person who handles the nationality applications is on vacation for one month and it is blocked with him. Might be something similar with your case also.

There is something not right here. When you receive notification that your citizenship application has been approved, it usually also tells you to bring €18 and 2 photos which means that you need to simply apply for the physical card. Could you explain how long it took you to get the approval letter from the time you applied for citizenship. Also which commune is this?
Ok, maybe its a different process in different communes. In this case you better take the letter and go back and ask your commune why its taking so long. Maybe they will just go ahead and start your card application process right then and there.
I suggest you call them or drop in to make sure they haven't forgotten. I didn't even receive a letter confirming nationality at all. Having heard nothing since submitting my paperwork I contacted the commune (Etterbeek) after 5.5 months (early May) to ask if they had any update. After a quick check they told me I'd receive a convocation in a few days and should come in with photos and my current ID. When I asked "ok... so what exactly does that mean" the response was "don't worry, you've been Belgian since 20th March, well done.." - clearly the internal processes of the commune were pretty useless and needed some prompting.
The result is that I now have citizenship, an ID and passport, but feel like I've never actually been told I'm actually Belgian now. Indeed the process couldn't be more Belgian - I can't imagine another country being so low-key about you becoming one of them!
