This might be a long shot, but is it possible to get a control technique here in Belgium for your car if you are from the EU and the car has another country than Belgium, but on EU numberplates

If by "EU" numberplates, you mean the blue "EUR" plates, then yes, these are Belgian plates, and you get your car CTed here.
.
If they are numberplates from another country, then you will have to go back to that contry and have the relevant check done there.
