Belgians also organise stuff. For example, In Placenoit (south of Waterloo), the streets are shut by the police for a Sunday afternoon, and the primary school organises a full procession in costume around the village. Don't know the details this year as we don't live in the village anymore.

But be aware that 'trick or treat' is a US thing and not much known in Europe.
We've found that the easiest thing is to trick'n'treat around a neighbourhood where your friends live, and to agree in advance which houses the children are welcome to visit.
As @kasseistamper correctly states, it's not part of local culture and it's not fair to either residents or kids for them to arrive unannounced on someone's doorstep where they will be rebuffed.
