Noisy neighbours

Question

I have neighbours who are always making a lot of noise. They have two children now and leave them in the garden crying at no end. Both children have extremely loud voices. Yesterday they were in the garden and what seems to be a party for 20 people were only them and their two kids. This went on for hours and hours. Without them it is a nice quiet neighbourhood and people do not make unnecessary noise. If you say something or asked if they can do something about it, the man start screaming at you in an aggressive way. This is now going on for 2 years and it only gets worse as they have a 2nd child now. Any tips very very welcome.

If talking to them doesn't do the trick.
Then you may have to threaten action.
Some advice: http://www.brussels.irisnet.be/living-in-brussels/environment/administra...
Noise pollution
Large groups of people generate a lot of noise. On the other hand, everyone is entitled to a certain amount of peace and quiet. You may also be fined:
If you cause a noise nuisance (without permission) on a public thoroughfare
If you cause a noise nuisance between 10 pm and 7 am that disrupts the peace and quiet or health of neighbours
If you cause a temporary or persistent noise nuisance above certain values as the owner, holder or user of a source of noise
If you conduct yourself in an unusually noisy way or do not see to it that persons or animals under your responsibility do not conduct themselves in an unusually noisy way

Do you know if they are renting or are the owners of their apartment? I had similar trouble for several months (though thankfully not as bad as what you describe). After multiple times knocking on their door asking them to be quiet, not a lot changed. I told my landlord and he took it up with the neighbour's landlord, who spoke to the neighbours about the problem. Since then we've had much less disturbance.

Alternatively, you can always call the police, and Bruxelles Environnement has a complaint form here: http://www.bruxellesenvironnement.be/Templates/Particuliers/Informer.asp...
I sympathise and hope you can find a solution soon.

Video the child abuse and send it to social services.

I'm sorry that you're feeling so upset, but child are noisy, especially young ones. Would you rather they left them shut inside all day long? If they are young children they will sometimes cry, it might not be because they aren't being well cared for young children do cry to communicate.
I suggest you get a CD player and play some relaxing classical music to drown out the noise.
Im not excusing the man shouting at you but I have to say when someone in a pizza place asked me to keep my two year old quiet in the restaurant I walked out immediately (not least because they allowed dogs to sit inside and eat and then had the gall to ask me to keep a child quiet), my toddler was laughing loudly and shrieked once we were asked to keep him quiet. We never went back it went out of business not surprised. Any way it really annoyed me someone was rude about my child.
So back to your problem, have you tried to make friends with your neighbours instead of complaining? I think it's nicer to get along if people like you and then maybe the guy won't shout if you say oh the children are a bit noisy today with a smile. Noise cancelling headphone might also be useful.

I agree with CC_R. Children are noisy. Learn to live with it.

Children are noisy, but there are limits. If those kids are really crying hours & hours, every day, there is something wrong. Eg neglect / child abuse. And you should contact social services. If you just are exaggerating the crying, you should learn to be more tolerant of normal living noises, that is kids playing, laughing, shouting, crying, people having conversations, people listening to music, a dog barking once in a while, the lawn being mowed, a tree being cut down,...
