Perhaps somebody has had any experience with this. Say a family has had somebody from another EU country living with them and this person didn't register at the commune and subsequently the family has been reported to the authorities for hiring an illegal alien and paying this person in the black, what would be the sanction from the Belgian state.

Probably quite heavy fines. It is an offence not to register - which in itself would be considered serious because of the assumption that it was deliberate to avoid tax and social security payments. Then, of course, there are the offences that both parties commit by facilitating working in the black.

I take it that you have been shopped?

First thing is if they are from an EU country they can not be an illegal alien (freedom of movement and all that). Second is unless that person has made the complaint it is a bit difficult for anyone to prove they are employed and not just a friend staying over.
