Opleidingscheques

Hi there. Has anyone ever used Opleidingscheques to pay for adult education classes?

I understand that half the cost is subsidised by the Flemish Community but does that mean for €100 of cheques, you pay €100 and then claim the 50% refund, or does that mean you pay €50 for €100 of cheques?

Also, are the cheques personal with you name on them? Or if I didn't use up all the cheques, could I give them to my partner to use (not sure qualifies for them as work contract is not with a Belgian company although works in Brussels)?
