Package from the U.S.

Does anybody have any experience of receiving a package from the U.S, through regular post not U.P.S. etc. Do they always charge at customs or is it just pot luck. I hope to buy some itmes of clothing and my friend will post for me. I know in the UK it was just a matter of luck, im just not sure how things work here.
