Painter / handyman?

You (the tenant) are not responsible for paintwork/decoration. The landlord is.

Therefore, why on earth do you need a painter for an "état des lieux de sortie"?

If you rent a home here in Belgium you are responsible to present the property in the same condition as at the beginning of the contract.
If the walls are marked and scratched and some painting work is necessary then it is the responsibility of the tenant to do this.
