Permanent Car License Related

Question

Hi ,

I have a Belgian Learners License the 36 mths one.
I am a Belgian citizen , but i am staying in NL , have residence address in NL.
Basically i have deregistered from Belgium.

I would like to give the exam for Permanent Car License .
Can i still do it ? if yes then how ?

I heard that you need a Belgium residence address to give driving exam...

You obtain a driving licence in the EU country in which you are resident, not that of which you are a citizen.
Therefore you must follow the Dutch rules for obtaining a learner's licence and taking the tests required for a full B (ie car) category licence. Once you have obtained a full Dutch category B licence you can exchange it (at the commune when you register) for a Belgian one if you move back to Belgium.
All EU country full licences should now follow a standard format on a plastic card and are valid for 10 years from issue (although some categories may be limited to 5 years or less) - Belgium introduced the new style licences on 9 April.
Normally learners' licences are valid only in the country in which they are issued so it is unlikely that your Belgian licence would allow you to drive in the Netherlands.
