I have worked in Spain for 3,5 years and I have been living in Belgium for a year. Does the time spent in Spain also count for the 5 years needed for the permanent residence?

No, it needs to be 5 years proven unbroken residency in Belgium.

if you are on the EU blue card, there is a possibility to consider 2 years.
