Police question

My husband had a car accident 3 weeks ago. The police was out there, but he received no statement. They told him that his local police will contact him to take his statement and he will get a report.

In the meantime, we'd like to proceed with the repairs (luckily we have full insurance, but it would be nice to know who will be blamed (it's not crystal clear).

What do you think is the best way to proceed? Call the police (in Flanders) that was originally in charge or the local police in WSP who's supposed to take the statement, but never ocntacted us. If we call the police, is service de circulation the right entity?

Is it normal for a police report to take a month to arrive?
