What is the purpose of police visit to house asking for ID cards, and also about nigherbour house?

To check that you genuinely live there and that you're not applying for registration fraudulently.

This is not the case like registration or address change. I have seen this three time they come ask for Id and asking about nighbours. And same situation happens to nighebours. They just write the name from id on the paper. ???
