Postage recieved fees?

Question

Just curious as to what is the rule about paying fees/customs/tax on postage sent to us from overseas.
I know all EU postage is fee free but it is normal to pay fees on outside EU packages.

However I thought that if the package is a gift from family then you should encounter no fees which has been the case most of the time I recieve something from my mother yet last time they slugged me for nearly 50 euros for a package which had presents for my kids in it.

Is there a different rule for electronics or food stuff that means you have to pay?

I'd like to know what my rights are incase I need to refuse payment and how to go about it all.
Mainly though I'm after some clarification.

I would like to know the same thing. I have had to tell family not send things due to the fact they are paying on their end and I have had to pay on my end every single time. That adds up to be a lot of money which usually is more than the gift or shipping costs. I wish I knew b/c I don't know what we will do when it comes to Christmas.
