problem with builder and architect
The architect is obliged to follow the works, the problem may lay with the builder. What does your contract say? If need an architect (even for advice) I know a great one!
Send a registered letter to the architect demanding to know why the schedule hasn't been kept. Inform them you will not pay any more money to them or the builder until the work is finished. Tell them if they don't resolve it you will be looking for a new architect.
Send a copy to the builder too. We with held payment to get a builder to finish work for us but that was at the architects advise and it did work

Check your contract with the architect and the builder. There may be a penalty in the contract with the builder for delay (other than due to bad weather). On the other hand, I doubt if you can just dump the architect. I had to pay off an architect who prepared a cahier de charges in Flemish, and refused to do it in French saying he was not a translator! I had to pay him off before finding a new one!

Message for YTTAP - I believe that Belgium has three official working languages (Dutch, French & German), so the architect should had respected and accepted the letter in any of these languages.
Perhaps Anonymous should re-read YTTAP's post.
She RECEIVED a letter in Dutch from the architect (and, presumably, could not understand it). It's not a question of the architect accepting anything.
Incidentally, I would be in the same situation if I got a letter in French which I don't speak.
