problems with noisy neighbours

I live on the 5th floor of an apartment block with no sound
proofing and have the family from hell above me.Children running, banging,screaming from 6.30am every morning

Tried calling police,who tell me they have the right to make
noise from 6am until 10pm, weekends included.

The syndic of the buildinfg are useless
I cannot afford to move but am going mad

Any advice ?
