Property Tax if resident or non-resident

Forgot to mention... The second property, place I am renting is leased for 9 years, unfurnished, rental contract registered with fiscal authorities

Both properties are in same apartment building, family living in ground floor(purchase I -year 2005), purchase II on floor I from 2011 leased out in 2011)
