Query about getting paid as a freelancer

Hello
Looking for views of independent contractors and their work set-up.
I have done a small amount of work - about €5k- as a supplier of services to the Commission, via a supplier who has the direct contract with the Commission. I want to get paid with the minimum hassle and administrative expense.
Can I send a bill in my name and get paid into my personal bank account - declaring this on my annual tax form?
Am I obliged to set up as a self-employed freelancer, and if so where? My choice is the following - Belgium UK where I have addresses or Ireland as a third possibility. I realise this is my choice - am looking for stratight-forward views to help me decide.
What are the VAT obligations - the supplier is looking for a VAT number under Directive 112/2006...isn't there a minimum of earnings I have to reach before registering for VAT in these countries? If the Commission is exempt form VAT am I n-t-less obliged to charge it to the main supplier?
Looking for opinions - I just want to get my money with the minimum administrative expense and time.

I think your legal options of setting yourself up retrospectively as a proper freelancer and getting a VAT number are going to eat up most of that €5000

Go through a payrolling agency like http://www.smartbe.be/
Get them to invoice the supplier with the direct contract, and they will look after all payroll, etc. taxes and pay you. You'd use SMART's VAT number.

I could be wrong, but I think that's your easiest and most cost effective option, and Smart have advisers who should be able to give you a better idea than I have.
