I would like to ask if the following is really required by law when renting in Belgium:
1. Charges should be always paid in addition to the rent and
2. L'état des lieux is mandatory.

1. Yes. Charges are the actual cost of things like heating and building maintenance. You pay so much a month, and it will be adjusted at the end of the year.
