I received the yearly 89 Euro regional tax (from the Brussels-Capital Region) on the apartment which I recently rented out. Typically in Belgium is it the landlord or the tenant who pays this amount? (I signed a standard contract, and my French is not good, so thank you for your response.)

This a "head of household" tax, so it's payable by whoever lives there.

But surely by whoever "lived" there on 1 January of the relevant year - which is why I suspect Tanner received the demand.
