Renting a property in UK

Hi,
Could anyone advise if there is a difference in the following two cases as far as the right of living in UK is concerned and the linked benefits?
1) A belgian taking a property on rent in England/UK. A rental agreement exists. The rent includes all bills, council tax etc. Tenant pays only the monthly rent.
2) A belgian taking a property on rent in England/UK. A rental agreement exists. The tenant pays various utility bills like electricity, water, gas and also council tax.
3) Any other scnenario and its implications?
Will the tenant have same rights, benefits etc. in the above cases?

Then you were not charging the market rent, eh!? AGAIN, there is no point throwing out perfectly good tenants because you can and there is no point demanding an unreasonable rent because you will lose a perfectly good tenant to a very buoyant lettings market and in doing so, will lose money.
It is nothing short of hysterical nonsense to scaremonger by telling people they are going to need to move house every six months or face extortionate rent rises!
Why not tell potential tenants here in Belgium that they will end up paying weekly maintenance bills for the landlords dodgy heating, will have to replace the failing fridge that he deliberately installed from his own house knowing it was failing, will need to pay a fortune in penalties should they need to leave early, will face automatic rent increases regardless of market conditions and they may as well wave bye bye to that deposit forever, because if the landlord finds the slightest sign of them actually having lived there when they leave, expensive tradesmen will need to be brought in to fix even the tiniest sign of wear and tear?
Ah no, that makes your beloved Belgium look bad......
