Returning in Belgium

Question

Please advice if there is no problem returning back in Belgium..My daughter is partially registered in my address in Brussels. She is Filipino origin but have a Belgian Passport and working at present in the Philippines.

You cannot be partially registered.

Belgians have the right to live in Belgium.

This is not the place to ask such a question.
If she arrives at Zaventem and they refuse admission do you think that she can say that on the XPats website she was told that it would be OK?
Ask at your commune and, ideally, get an answer in writing.

If your daughter has a Belgian passport, then she is Belgian. She may or may not be Filipino as well, but that is completely irrelevant to her rights to travel into Belgium.

Of course she can come back to Belgium at any time.

The question is not whether she can come back to Belgium but whether there will be any problem with doing so.
I've no idea whether flights are leaving the Philippines - some countries are banning flights leaving - and/or whether there are restrictions on the origin of flights arriving in Belgium but a very obvious problem is that passengers may automatically be placed in quarantine on arrival and I doubt if anyone using this site knows details of this.

Is it still allowed to travel to Belgium from abroad?

The general principle is that any person with Belgian nationality, long-term residents in Belgium and persons with legal residence in Belgium, may return to Belgium subject to two conditions.

1) The person must remain in self-isolation at home for 14 days; and
2) The person is prohibited from working outdoors for 14 days (even if they are employed in an essential sector), although teleworking is still permitted.

You can read further yourself, but the two conditions also apply to the person who has gone to the airport to collect them as well.

And as for flights, it is possible to fly from Manila to Brussels, but right now it's very expensive. For example, you can fly via Doha for roughly €3,000 one way, or for about half that price with additional multiple stops.
