I have things shipped to my parents house all the time and then they turn around and ship it to me. I have paid VAT many times; sometimes more then the actual cost of the product and sometimes more then the shipping itself! I have figured that it is all in who looks at your package. Sometimes you don't pay and sometimes you do. I often just buy things from other EU countries that way you never pay VAT.

Yes, I've used Bongo International (website: bongous.com). It was a brilliant service and worked like a charm. The only off-putting thing is the paperwork initially to join them can be quite heavy because you have to fill in a form to give your delivery rights to the company, but if you read everything carefully, it's no big deal.
BTW, you will still have to pay the import duty because DHL deliver my packets and they deduct the TVA from the invoices prior to delivery so factor that in to the costs.
