near madou, on Chaussée de Louvain, there is a guy that does what you're looking for. We have paid from 8 to 15 euros. Not sure what the price is based on, but you can ask him before he does the job how much it will be.
Also, as we have gone there a few times, when we took a shoe for some minor cosmetic repairs, he did it for free.
