Snow in Belgium - how come?

Can someone explain the Belgians to me?

In times of snow (normal, according to their national weather service)
- no street cleaning
- no salt or granulae distributed
- no one has winter tyres
- no one cleans the sidewalks (even though every house owner is obliged to do so).

10cm of snow are, by my standards, not an extraordinary situation. See 2 m of snow and we talk. Yet, there are countries dealing with 2m of snow. Belgians fail with 10cm.

Why? And why are they making a laughing stock of themselves all the time?
