I m planning to buy a house in Brussel.Hopefully the deed will be executed in the month of December this year. How does the tax refund for mortgage works? Do I get only for the month of December or for the entire year?

You get tax relief on the interest, which given that interest rates are so low, won't be much.
That will happen in about March 2014 for this December.
