Unfortunately you don't live in Wallonia, as VOO has all 4 BBC channels with BBC3 and BBC4 taking over from CBeebies and CBBC at 7 or 8 pm. Perhaps the person in questions lives just over the border, don't know.

get a satellite dish and a basic freeview box from UK then all is free forever after initial costs, wherever you live in BE - as long as you are in a place where you can have a satellite dish. It is easy to tune in yourself if you have a compass to line up
