Talk to your employer. You got the card through them and you'll need to renew it through them as well.

Don't have a D card, but non EU with another lettered Card.

In reference to point #4, There is no urgent service for non-EU. I wish there was because I would gladly pay for it so I don't have to go and waste, 2, 3 hours at the third floor on Anspach Blvd.

4- No, Brussels commune is notoriously slow for everyone. If a better service is really that important to you, try moving to WSP or WSL.

May I know what type is this card ?
-> The one that is one year valid - is card type A

What is needed to renew it ?
-> If your card is given based on a work permit, first step is to get your work permit renewed if the work permit is going to expire. (As said above, your employer is responsible for renewal assuming it is a B type work permit. Your employer will tell you what they need from you in order to renew.)
-> In addition to the renewed work permit, commune may ask CPAS document. (They will guide you how to obtain this).

My card will be expired in mid of September.
-> You can enter Belgium back during the validity of the card. If you want to renew the card before you go for the visit to home country, you may have to complete the pre-requisites and approach the commune.

How long will it take ?
-> Work permit renewal - once your employer (again assuming it is B type WP) submits the application, it may take 2-3 weeks for WP to approve.
-> Once you submit application for RP renewal, it may take another 2 weeks or 3.

Is there any urgent service for non-EU ?
-> Once your RP application is approved, for card creation there is a fast track. Do ask the commune.

Hope this helps.
