UK Pensions @ 55 years of age.

Are British expats eligible for their UK state government pension at 55 years of age whilst residing in Belgium? Is there a double taxation agreement or treaty or is it taxed if one resides outside of the UK?
Does anybody have experience about the UK government Qualifying Recognised Overseas Pension Scheme of the International Self Invested Personal Pension of the Qualifying Non-UK Pension Schemes?
