Ask them to reply back to you in English. They are very understanding.
Try GoDaddy.com They have several plans, probably all of which are less than 75 euros per year. They have excellent 24/7 service and help desk. I have never had to wait more than about 5 minutes for help. They are based in USA and when you call them you will get someone who speaks English as their native language. I have worked with them for 7 or 8 years and highly recommend them.
I have been with one.com for several years now. I have a domain name, with which I have a main website, several sub websites and 3 wordpress blogs. I'm very happy with their service. The few times that I have to contact the online support, they have helped me out perfectly. I have the cheapest deal (well, a bit extra for the .com because I did not want .be) . You can create as many email adresses as you want. The mail gets forwarded straight to my gmail account, so I don't even have to check each and every email account. €1.25/month they advertise now.
I use this one for less than 75 euros per year and they are very reliable and extremely helpful: http://www.hostgator.com
First and foremost, I have close to 3 dozen sites that I manage and I would never recommend godaddy or hostgator. I'm surprised that nobody mentioned bluehost as they are also terrible yet you see people recommending them all over.
I would advise you to ask the same question at http://www.webhostingtalk.com/ and guaranteed that nobody there who has been in the website or hosting business for years, would recommend the hosting companies mentioned above.
Given that you say that you have one site and you want something cheap, I would highly recommend crocweb. Their plan runs about 3 dollars a month, but on the webhostingtalk forum, you can go to the promotional section, and you will find a coupon there, sometimes for 50% off.
If you plan to have your site for years, I would buy the hosting for more than one year, as is cheaper that way too. https://www.crocweb.com/
