When is a wall our wall and when is it our neighbours?

Our neighbours 2nd floor terrace has a wall which has been poorly rendered and water is coming through the cracks and causing damp in our house in the room which adjoins the wall. They say this is our responsibility, but as we don;t even have access to the side of the wall in question where the damp is originating it doesn't sound very logical. Does anyone know anything about these type of problems?

If you own, ask the notaire who dealth with the sale on your behalf.
Do you have any plans if not do the commune have them lodged this May well show. If it's your wall I am sure you mist be allowed access to repair it if it's causing internal damage.
