Buy a good lock as well, otherwise you'll only see the bike for a couple of weeks before it's gone.
Ask the student union. Some organise beginning of year bike sales.
I bought an excellent sturdy Dutch bike in Maastricht last week for 50 euros.
Now is an ideal time to buy, as many of the students who are moving on are selling theirs.
I used the Facebook page Buy/sell a bike in Maastricht - just be aware that the bikes advertised are snapped up very quickly, o you'll need to indicate your interest immediately.
