WHY AXA ASSURANCE DOES NOT PAY MY CLAIMS.

Can anyone help me out with AXA assurance Belgium,please?..
A mercedes bus with (registration Number withheld) belonging to HOME SERVICE Belgium hit my car since march 3rd 2011,the driver was wrong,he ran away but I took his number.I called the police and they came and attested to the accident.They gave me their attestation duly signed and to be given to my assurance company of which l did the same day.
The insurance company sent an expert to come and inspect my car and the expert told the amount l should be paid for the damage.
I do not owe any insurance premium unpaid.Now it is over a year now AXA has not paid.
Is this is the way assurance companies rip people off their hard earned money???.
Please help me out.
